Rules
Transfer Stations:
- Transfer Station Rules and Restrictions apply to all facility users.
- Only household generated, self-haul rubbish is allowed.
- No commercial, government agency or farm waste allowed.
- There is no charge for use of the Recycling and Transfer Stations.
- One load per customer/vehicle per day.
- Load limit of 3 cubic yards allowed.
- Trailers and dump bed trucks are prohibited.
Corrugated Cardboard, Brown Paper Bags and Non-HI-5 Glass Recycling:
- Clean materials only – no food residue, oil or other contaminants (pizza boxes).
- Place only the approved recyclable materials in the designated bins - When in doubt, leave it out!
- Do not insert recyclables in plastic bags before placing in the bins.
Scrap Metal:
- There is no charge for use of the Scrap metal bins.
- Small clean metal cans (soup, meat, fruit/veg or pet food) accepted.
- Metal caps/covers/lids are accepted.
- No commercial, government or non-profit agency generated metal.
- No automobiles.
- No auto/boat/motor parts or metals with fluids.
- No propane/oxygen/acetylene tanks or other compressed gas cylinders.
Appliance Recycling:
- There is no charge for household appliance recycling.
- Refrigerators, freezers, air conditioning units and dehumidifiers containing refrigerant must be placed in the designated area.
- Microwaves are not considered e-waste or appliances. They are rubbish.
HI-5 Recycling:
- No caps
- Look for the HI-5 mark on soft drinks, soda, juice, tea, coffee drinks, water, beer, malt beverages, mixed spirits and wine coolers in metal, glass or plastic containers up to 68 fluid ounces.
- Leave the HI-5 label visible.
- Must be empty of liquid and debris.
- Separate your containers by type (glass, plastic, aluminum, bi-metal) prior to arrival at the recycling center.
- Flattened aluminum and plastic containers are accepted.
Greenwaste Drop-Off:
Residential self-haul greenwaste collection bin is restricted to customers with Type I or Type II vehicles (under 20,000 lbs and less than 5 cubic yard loads).
Load size and quantity restrictions:
- Max of 1 greenwaste load per day per vehicle/customer.
- Max of 5 cubic yards of greenwaste per day per vehicle/customer.
- Greenwaste must be 3 feet in length or shorter (exception of palm fronds)
- Greenwaste must be less than 1 foot in diameter for logs and branches.
- Vehicles allowed at the Transfer Station are limited to sedans, SUVs, pickup trucks or vans. Trailers and dump bed trucks are prohibited.
- Businesses, farms, government agencies and non-profits are prohibited from dropping off greenwaste at any County Recycling & Transfer Station.
Greenwaste Recycling
Collected greenwaste is transported to the East and West Hawai'i Organics Facilities for composting. Residents can drop-off their greenwaste and pick-up mulch at the following locations:

Loading fees are assessed by Hawaiian Earth Recycling, not the County of Hawai‘i.
Rules
The Organics Facilities Operating Rules apply to all facility users
Acceptable Greenwaste:
- Palm fronds (may exceed 3 foot length), leaves
- Tree, shrubs, bush and hedge cuttings
- Grass clippings
- Untreated and unpainted wood pallets
- Logs, branches or other material less than 1 foot in diameter or 3 feet in length at the Recycling & Transfer Stations. (must be reduced in size prior to arrival at our facility).
Not Acceptable Greenwaste:
- Garbage bags and rubbish
- Food waste from a business, farm or non-profit
- Post-consumer food waste
- Lumber, including sawdust
- Plastics
- Rocks & dirt
- Glass
- Metal
- Treated or painted pallets
- Invasive species of any kind (plant or animal)
- Any ‘ōhi‘a vegetative material.
- Logs, branches or other material in excess of 1 foot in diameter or 3 feet in length
Organics Facilities Greenwaste Drop-Off Rules and Restrictions:
All business, government agency and non-profit agency greenwaste customers must have a Solid Waste Facility Disposal Permit. The annual permit fee is $50.
Customer Procedures for Recycling Greenwaste & Untreated Wood Pallets
- All customers must drive to the Scale.
- Vehicles will be weighed and an authorized pass will be given to each customer. Scale Attendants will give directions to the entrance of the facility.
- Upon arrival at the entrance of the facility, an employee will log the pass, screen the incoming loads for contaminants and direct vehicles to the appropriate area.
- Customers must return to the scale to weigh out.
- Customers who don't weigh out are subject to the tip fee (if applicable), assessed on the gross weight of the vehicle and future prohibition from the facility.
Operation of Organics Facilities and the Kealakehe Mulch Pick Up Area is contracted to Hawaiian Earth Recycling.

All solid waste, except for prohibited materials, is accepted at the landfill. All customers, except for residential customers, must have a Solid Waste Facility Disposal Permit.

Landfill Tipping Fee Rates & Payment Options
- The tip fee rate is $128.00 per ton (pro-rated for any fraction thereof).
- A Special Handling fee of $256.00 per ton or fraction thereof will be assessed on commodities deemed to require special handling.
- Unsecured Loads shall be assessed an additional fee of $25.00 per load.
- Cash is NOT accepted.
- Acceptable forms of payment include checks, debit, and credit cards with proper identification.
- The schedule of tip fees and special handling fees are listed in the Rules of Practice and Procedure.
- All customers, except for residential customers, must have a Solid Waste Facility Disposal Permit and are subject to the $50 application fee.

Rules
Landfill Disposal
The Sanitary Landfill Operating Rules apply to all users.
The Solid Waste Facility Disposal Permit Application is required for commercial disposal of waste.
Construction and Demolition (C&D) Debris:
- The Landfill is the only Solid Waste Facility that will accept (C&D) debris.
- Notify the Scale House (808-886-8059) at least 24 hours prior if you are disposing of more than 50 cubic yards of C&D waste per day.
- Loads containing contaminated soil must establish a “profile” with Waste Management Hawai‘i at www.wmsolutions.com
Special Handling Wastes:
- The Landfill is the only Solid Waste Facility that will accept dead animals, animal parts, other organic wastes (slaughterhouse, seafood processing etc.); medical waste; sludge, oversized material (greater than 4 ft.) and other special handling wastes.

East Hawai'i Reload Facility

- Diesel, gasoline or alcohol
- Liquids or sludge in containers one gallon or larger unless mixed with a bulking agent
- Large appliances, automobiles, whole tires
- Radioactive or chemical waste, explosives, blasting materials, fuses, live
ammunition - Hazardous wastes as defined in the HRS or Hawaiʻi Administrative Rules
- "Special Handling Materials" including:
- Tree stumps, root balls
- Telephone poles
- Pilings
- Cables
- Barbed wire
- Dead animals, seafood, and slaughter house waste
- Asbestos
- Contaminated soil
- Canec material
- Biosolids
- FOG (fats, oils and grease)
- Treated medical waste
Reload Facility Disposal and Tipping Fee Rates & Payment Options:
- A Disposal Fee of $26 per ton will be charged for each load.
- In addition, the tipping fee rate is $128 per ton (pro-rated for any fraction thereof).
- Unsecured Loads shall be assessed an additional fee of $25.00 per load.
- Cash is NOT accepted.
- Acceptable forms of payment include checks, debit, and credit cards with proper identification.
- The schedule of tip fees and special handling fees are listed in the Rules of Practice and Procedure.
- All customers, except for residential customers, must have a Solid Waste Facility Disposal Permit and are subject to the $50 application fee.

Rules
The Reload Facility Operating Rules apply to all users.
The Solid Waste Facility Disposal Permit Application is required for commercial disposal of waste.
Construction and Demolition (C&D) Load Size Restriction:
- C&D loads must not exceed 5 cubic yards per load (standard size pickup truck with an 8 ft. bed filled to the top of the cab).
